ANGELA McLEOD
FOR
MAYOR
PROUD. PRACTICAL. PREPARED.
NEW LEADERSHIP FOR UPPER HUTT
I bring a bold, practical approach that’s cost-effective, community-driven, and forward-thinking.
As the runner-up in the last election I am the leading alternative for Mayor. With your support, I can win.
I will lead a Council that:
Invests in infrastructure that lasts
Supports local businesses and grows our economy
Creates real opportunities for our young people
Champions reliable, sustainable transport
Honours our heritage and protects the land we love.
I will refocus Council on what matters most: delivering core services, protecting our environment, and building a city where people feel safe, heard, and supported.
I will do this by ensuring the elected team examines plans and strategies for ways to sharpen the financial performance of Council, and focuses on regular, effective, community engagement which rebuilds trust and confidence in decisions.

Together.
“My vision is that Upper Hutt is a place where families feel safe in our homes, schools, parks, workplaces, and on our roads. A smart city that actively supports sustainable business, good environmental outcomes, and empowers young people. An Upper Hutt where our sense of belonging is beyond reproach; where people are engaged in the decisions that shape our future and actively participate in our vibrant community.”

Ensure there is a communications plan which improves transparency, keeps confidences and increases trust in council decisions.
Review all projects and committees to ensure work is fiscally responsible, aligned with the Long-Term Plan and empowers elected members by tapping into their strengths and experiences.

Frequently asked questions
-
I am not affiliated with any political party. In fact, I have worked in the national political environment across the political spectrum. I have worked with MPs and Ministers, and advocated to Parliament. I always place emphasis on honest and transparent communication back to communities.
I pride myself on identifying solutions and getting things done. That means working constructively with central government regardless of which parties are in power. When I was on the Council, I always voted with the community in mind, based on extensive engagement and involvement, which I plan to continue and deepen, if elected.

The Upper Hutt community has turned down amalgamation before. We overwhelmingly said no and I support the community’s view on this.
I worked in Parliament when the legislation to turn Auckland into a super city was debated so I have a solid grasp on the pros and cons. There is a huge cost to amalgamation. Things like IT systems, rebranding, and staff redundancies, not to mention the erosion of local democracy.
Simply put, amalgamation would cost millions of dollars and our region doesn't have the money.

I was proud to present to the Council in favour of a Māori Ward. We don’t have ward Councillors in Upper Hutt, which makes establishing a Māori Ward relatively simple. I was pleased when the Council initially voted in favour of a Māori Ward, but it was disappointing when that decision was later over-turned and even more disappointing when the decision was made to not hold a referendum on a Māori Ward for Upper Hutt.
Only two Councils in the country chose not to hold a referendum on having a Māori Ward, and I believe Upper Hutt residents should have been able to have their say.
That opportunity may have passed us by for now, but I remain committed to working constructively with Mana Whenua to help ensure that Māori voices are heard at Council.
